Congress diplomacy is gradually emerging in world diplomatic stage as time of globalization and democratization arriving. Recent years in China, the diplomatic activities organized by National People’s Congress obtained many achievements and also attach importance to the academic community. Meanwhile, Local People’s Congress obviously more and more positive in diplomatic events as local state power agency, but domestic scholars have been rare doing research on that.This paper analyzes position and characteristics of Local People’s Congress in foreign affairs by studying the case of Shanghai People’s Congress`s foreign affairs from 1980 to 1993. This paper firstly make concept definition, explores theories foundation, and analyzes the relationship between Local People’s Congress diplomacy and National diplomacy, People’s Congress diplomacy, and local government foreign affairs, and conclude the characteristic of Local People’s Congress in diplomatic work. This is important part in theory of Local People’s Congress in diplomatic work. Secondly,through the case of Shanghai People’s Congress foreign affairs from 1980 to 1993 , this paper demonstrates subjects, targets, forms, and contents of Local People’s Congress foreign affairs. Focusing on researching content of Local People’s Congress foreign affairs, this paper Then this paper discusses the characteristics of Local People’s Congress through Local People’s Congress position in diplomatic work, and analyzes the shortcomings of Local People’s Congress diplomatic characteristics, in other words, the shortcomings of Local People’s Congress diplomatic development, which is the core content of this dissertation. Finally, this paper searches for the benign interaction among National diplomacy, People’s Congress diplomacy, and local government foreign affairs on the biases of above research and probes the future of Local People’s Congress in diplomatic work.
