Abstract

The critical issue of women’s participation in political affairs is female cadre’s training and selection. China has always been attaching great importance to the selection of female cadres. Series of policies, laws, regulations and measures which promote their training and selection have been issued by now. However, we should realize the problem that in actual practice, the implementation of this issue is far from what we have expected. For instance, female cadres’proportion is relatively low compared with male cadres, their position is subordinate, and there still exists a prejudice against female cadres in traditional Chinese culture, all of which have seriously restrained their promotion. Over the years, the academic circle and the public both pay much attention to enhancing the training and selection of female cadres, especially during the time when the cadres are about to be changed or transposed. Strengthening the training and selection of female cadres is an important way to realize women’s participation in politics, a request to foster high quality cadres, and a crucial content to develop socialist democratic politics. Currently a competitive mechanism is gradually introduced to the cadre and personnel system, it becomes necessary to find out a solutions to eliminate the misunderstanding and institutional problems influencing the training and selection of cadres and lift up the proportion of female cadres, thus accelerating their training and selection.At present, with regard to the issue of female cadres’training and selection, the whole society are concerned of and support it. The market economy has provided advantages for the women to participate in the politics. Besides, the principle of survival of the fittest has put forward new requirements for the improvement of female cadres. However, there are still many actual difficulties concerning female cadre’s training and selection. The improvement of female cadres is not only limited by themselves, but also by the external social environment.Many good experiences concerning female cadres’ training and selection have been formed in the city of Ji’an:to attract attention from the Party committee, the government and organization department is the basic guarantee; to establish a good social atmosphere through promoting and implementing the basic national principle that women and men are equal is a precondition; to explore new way so as to lift up the proportion of female cadres participating in political affairs is the key; and to improve the quality of cadres through reinforcing their training is the source. From the practice of female cadres’ training and selection in Ji’an, it can be concluded that to enhance female cadres’ training and selection, we shall optimize the external environment of women’s participation in political affairs, improve their internal capabilities and activate other factors concerning female cadres’ participating in politics. In this way, we can really put into practice of all the measures in order to strengthen female cadres’ training and selection.
