Abstract


Countries set the tobacco companies and tobacco monopoly administration authorities , the tobacco industry's peculiarities as well as the dangers of tobacco products and the tobacco industry into the state administration system in order to give full play to tobacco production , acquisition , processing , transportation and sales of various aspects of the control . At present, China's tobacco administrative law enforcement system has been established , the tobacco monopoly authorities in the implementation of the tobacco administration has made great achievements , but the tobacco monopoly law enforcement system and law enforcement authorities there are still a wide range of issues . Tobacco law enforcement ranks , to regulate the tobacco law enforcement , improve the level of tobacco enforcement of China 's scientific development and building a harmonious society of great theoretical and practical significance . This paper first introduces the basic concepts of tobacco administrative law enforcement , described the status quo of China 's tobacco industry management . Tobacco administrative law enforcement in China has experienced two stages of development, and achieved great success . , But also pointed out some problems to be solved : the quality of the tobacco enforcement of administrative law enforcement personnel become increasingly unsuited to the increasing demands of the tobacco enforcement difficult to integrate tobacco law enforcement forces , the Tobacco administrative law enforcement discretion is difficult to grasp , local government law enforcement interference and so on. Finally, the reason for the existence of the above problems were analyzed and the corresponding countermeasures to strengthen the tobacco the quality of construction, improve the tobacco system of administrative law enforcement and legislative system , innovative tobacco law enforcement and regulatory mode .
