Abstract


With the sudden public incidents continue to occur in public emergencies legal guarantees basic civil rights problems are brought to our attention. This article aims to public emergencies as the background, the legal protection of the fundamental rights of citizens to study , hoping to make up for academic deficiencies in this area of ??research , but also on China's public emergencies in the legal protection of citizens' fundamental rights to be helpful . In this paper, value analysis, comparative analysis, empirical analysis and normative analysis of research methods , through the elaboration of relevant concepts , restrictions on the fundamental rights of citizens and the legitimacy of the boundaries of analysis, the legal protection of citizens' fundamental rights of the theoretical basis and problems to study , and ultimately on public emergencies in our basic civil rights of legal safeguards in the legislation, law enforcement and relief for the corresponding sound .
