Abstract


Internet as a new medium of information dissemination and exchange , has developed into a popular social communication and social contact carrier . At the same time , the rapid development of the network for the public to participate in government decision-making provides a new way , more and more Internet users through the government website with government officials to achieve a \Network citizen participation in interactive, direct , openness and other aspects have reached an unprecedented breadth and depth. In addition , the government also has a diversity of people online interaction , hierarchy, development , integration , high-tech , high timeliness , openness , interactive, virtual sex and other characteristics, the political system and democracy has an important influence.
