Abstract


With the development of our society and the gradual improvement of the market economy, the traditional all-powerful, all-encompassing, and everything to do governance government management mode can not meet the needs of the times, building to serve as the core concept governance model has become the target of China's administrative reform. Building service-oriented government, the civil service as a special group, the specific implementation of the function of our government, their moral quality is directly related to the party's ruling and governance quality, a direct reflection of the image of the party and the government, the majority of members of society have a tangible and intangible impact. 10 years of the implementation of the Civil Service, the construction of the civil service has made great progress, now has a complete system of high-quality civil service. However, with the increasingly close links between China and the world economy and the profound changes in social relations, the increased complexity of public administration and the civil service in response to a variety of complex situations and improve public administrative capacity is facing a severe test. In recent years, the Administrative Ethics in major media frequent disclosure of civil servants, moral imbalance and corruption problem has aroused widespread concern and dissatisfaction. Therefore, strengthen the construction of civil service ethics, to improve of civil servants literacy and ethical standards has become imperative for us to build a service-oriented government. A problem, the context of a service-oriented government building, civil service ethics anomie reasons discussed by analyzing the status of the relationship between the construction of a service-oriented government and the civil service ethics of civil servants professional ethics, and civil servants humanity assumptions transmutation research and development, and trying to be able to point out problems, from the Civil Service itself, the three levels of government institutions, mechanisms, systems and civil society in the process of building a service-oriented government recommendations to strengthen the civil service ethics.
