Abstract


The early days of the party's ruling theory and governance capacity-building study involved a very broad field . This study should be from the following three aspects : First, the party in the context of the transition period , the necessity and possibility of the ability to govern , the second is how the early days of the party is the ability to govern and the third is to study the early days What are the implications of the governing capability of today's ruling . These three areas of research are linked to solve practical problems is the fundamental purpose , but only on the basis of a deep and comprehensive summing up historical experiences , solve practical problems in order to be effective .
