Abstract


Tariff reform electricity market reform is the core and key . Transmission and distribution network in the power system and the special position of strength properties of natural monopolies , making rational development of electricity transmission and distribution has become a priority . However, there is no independent pricing mechanism for power transmission and distribution , electricity transmission and distribution is determined by the so-called terminal sales price minus the tariff come upside down , which makes the electricity transmission and distribution of electricity sales accounted for less than 30% , the proportion of all aspects of a serious imbalance in tariff . Electricity transmission and distribution problems seriously hindered the process of tariff reform , reform of the electricity market and become a major bottleneck . Therefore, studying a suitable for China 's power transmission and distribution price regulation model is particularly urgent. Currently, the incentive regulation is a hot research , especially the price cap regulation has been particularly attention . However , the price cap regulation in the electricity industry applications is still falter , people validity of price cap regulation questioned . In this paper, time and technical characteristics of the electric power industry are in line with the peak load pricing theory to examine the effectiveness of price cap regulation , the conclusion is advantageously supported the price cap regulation in the electricity industry applications . Especially the \will promote overall social welfare improvements. Because of the facts behind the development of the grid transmission and distribution companies and the government there is asymmetric information , the direct application \To this end , we designed a set of feasible incentive compatible mechanisms , transmission and distribution companies to induce honest reporting costs in order to establish the optimal transmission and distribution prices , and as a basis for building a suitable for China 's power transmission and distribution price regulation model . In particular, the model takes into account the efficiency factor , the investment factor and quality factor , reflects the excitation efficiency principle , the principle of dynamic efficiency and service efficiency principle, making the model not only has the incentive transmission and distribution enterprises to improve production efficiency , maintain and improve the effectiveness of quality of service , but also help promote grid investment , the role of protecting the interests of consumers .
