Abstract


China is a large agricultural country. Agriculture, rural areas and farmers have always been an important factor that influences the development of our national economy. The report of the 16th National Congress of the CPC called for "fully implement the scientific concept of development, deepen reform and increase investments in rural areas" . The newly introduced draft of the 12th Five-Year Plan puts "actively and steadily promote urbanization, constantly improve the quality and level of urbanization" in an important strategic position. Premier Wen’s government report earlier this year also points out that, by the end of the 12th Five-Year" plan, China’s urbanization rate will have been increased from 47.5% in 2010 to 51.5%. Hebei Province has made it clear to strive to achieve an urbanization rate of 54% during the 12th Five-Year Plan, 2.5 percentage points higher than the national urbanization rate. The strategy notes the next few years will be the key to the new countryside construction period.In this context, the country actively promote urbanization, and made a series of achievements, but in this process there also exposed some problems that cannot be neglected. This paper aims at an initial exploration of a mode for new rural planning and construction that complies with current development, through analysis and summary of domestic and foreign new rural construction modes, learning from both their success and failure, lying on our country’s realistic situation and using my own theoretical knowledge and on-site research. Hope it would provide references for the future construction of new countryside.This paper is divided into five chapters.The first chapter introduces the topic’s background, significance, the domestic and foreign development of new rural construction as well as the innovative points, research methods and technical framework of this paper.The second chapter discusses theories and concepts related to the new rural development planning.Chapter III summarizes the task guideline of new rural construction planning, as well as several basic principles that needed to be followed when carrying out new rural construction. This part also points out some planning and construction problems that occur in current planning and construction, thus, we may bear a clear objective in mind and find a construction and development mode best suits our country’s situation. Chapter IV analyzes the current resources and potential of local rural areas, explores the industry planning mode of new rural areas, and primarily divided the development mode of new rural planning and construction into eight types: modern agriculture oriented, leisure agriculture oriented, animal husbandry and cultivation oriented, leisure fishing industry oriented, industry and cooperation oriented, commerce and communication oriented, national character oriented and historical resources oriented, with each development mode being analyzed and supported by examples.Chapter V, Conclusion. This part is a comprehensive summary and conclusion of the whole paper.
