Abstract


The county government as a connecting link between the preceding and the following on the set of state power in our country, bearing the responsibility of carrying out the policy of the party and state to the villages and towns, as also as providing all kinds of social services to the majority of rural residents. The public service capacity of the county government is not only the key aspect of promoting the rapid development of county economy, also the driving force to promote equality of basic public services, urban and rural areas.Province governing county revolution is the major reform of administrative divisions, in order to adjust the relationship between cities and counties, also enlarge economic and social management rights of the county government. In addition, it promotes the rapid development of county economy. Province governing county revolution not only expands the autonomy of the county government, also strengthens the county government’s functions and responsibilities of public service. However, at this stage of the county government generally weak public service capacity, enhancing the ability of county government’s public service has become a priority in the practice of province governing county revolution.With related thoughts as public goods theory and new collective services theory and the theory of fiscal decentralization, this text firstly makes a certain amount of theoretical thinking of enhancing the public service capacity of the county government. On the basis of learning from foreign experience in public service and optimal public service system of the domestic environment, based on the current capacity of county government’s public service status as the starting point, this text analysis the current county government’s public service capacity-building achievements and shortcomings. Finally, this text significant the path of enhancing the public service capacity of the county government from four angles, such as changing government philosophy, perfecting financial system, clearing the division of responsibilities and improving the supervisory assessment system.
