Abstract


The wide application of modern information technology brings a powerful impact upon the traditional patterns of social governance, and particularly E-government has become one of the most important managerial innovations of government. As a front desk and gateway for E-government, the official website turns out to be a first platform for communication between government and the public. E-government focuses on administrative affairs, whereas the public are the customers of government, as a result of that, the construction of E-government finally depends on the public satisfaction with the official website of government.In this paper, relative theories of customer satisfaction and New Public Management were introduced to explore the characteristics of E-government social services and the influential factors for the public satisfaction with E-government. Public satisfaction index was used to construct an evaluating system of public satisfaction with E-government. And a questionnaire designed with the index was used to study public satisfaction with the official website of Nanning Municipal Government, with regard to public needs and satisfaction with government as well as public information about government. With a correlation analysis and regression analysis of the data, relationships among all the variables in the system of public satisfaction with E-government became clearer, and which show evidences for the possibility and rationality of the system.Finally, conclusions and relative problems of this paper were analyzed in terms of the investigation. On this basis, this paper tried to explore how to construct a management system of E-government official website that has a profound influence on the development of E-government, as well as propose remedial measures and suggestion on how to improve public satisfaction to E-government, with a desire to find a practical road for the construction of Nanning E-government and offer a valuable reference for the building of E-government in the underdeveloped regions of western China, too.
