Housing is a major livelihood issues, and it is the problem about people’s lives. With the rapid development of China’s economy, people’s living standard has been greatly improved, but in recent years, housing prices has rose rapidly across the country, so the improvement of people’s standard of living does not mean that residents of the housing affordability can be improved too.So how the housing purchasing power, it is a community concern about if the residents have enough ability to afford a house .This paper through analyzing a large number of domestic and foreign literature, and designing questionnaire for the floating population in Chongqing city after settling into life about living conditions, the purchase of housing capacity, then carring on questionnaire investigation. At last the paper through the statistical and surveyed data analysis housing purchase ability of various income group of urban population in Chongqing and housing purchasing power of the floating population after enter to Chongqing.The text makes a definition of the particular groups , according to Chongqing Municipal Bureau of Statistics and National Bureau of Investigation Corps of codification "Chongqing Statistical Yearbook" in the (urban) household income grouping, disposable income will be from low to high line, by 10%, 10%, 20%, 20%, 20%, 10%, 10% turn into: the lowest income households, low-income households, middle-income households, middle-income households, on the middle income households, high-income households, the highest-income households in seven groups. At the same time the study subjects of the investigation has defined the area that came from outside the city of Chongqing, and Chongqing City to long-term settlers in the city of Chongqing.In this paper, the measures of housing affordability has been combed、the advantages and disadvantages has been analyzed and the concept of the measures has been comparative analyzed ,then determined the measure that the paper will be taken in the study measure. And on the basis of its made certain changes, ultimately determine the study took the house price to income ratio, down payment storage life, the residual income approach, not matching method, composite measurement method measurement.In this paper, the analysis of survey data were processed, and got a conclution of the housing situation and housing affordability of the people moved to ChongQing; Then analysis of housing affordability about disposable income of different classes according to their focus on; At last getting the conclution of the people’s housing affordability has downward trend, especially in lower income groups in recent years.This paper analyses the reason of housing purchasing power does not enhance, and the reason are as follows: the prices continued to rise, the protection of housing supply shortage, residents’ disposable income growth can not keep up with the rise in prices, housing security management is not standardized.Then for different reasons the paper put forward their countermeasures, such as price control, increase the protection of housing supply, a reasonable optimize income allocation, strengthen housing security management mechanism and so on.This paper studies the purchase ability of specific groups which in Chongqing,and is on the basis of it, put forward a variety of specific groups of housing purchasing power of reference points.
