Abstract

With the population, industrialization and urbanization approaching the peak, the comprehensive development of the economy and society in China has beening meeting with many important strategic opportunities.At the same time,China has stepped into the period of contradictions emerge with the main feature of the increase of resource and environmental constraints, The greater environmental and spatial pressure has been increasing in land utilization and the contradiction between land supply and demand has been more and more prominent .As the focal point of urban development and land utilization , the industrial parks play an important role in promoting economic rapid development, and have become not only the driving force of industrial upgrading and regional development but also the technology innovation base. However, during the land utilization of industial parks, the problems of paying attention to land expansion, scalization and attracting capital but look down on exploring potential,efficiency and planning have remained unsolved. To ensure sustainable economic and social development, to improve sustainabe supporting capacity of land resources and to ease the contradiction between supply and demand of land, the situation of epitaxial expansion of industial parks and extensive way of land utilization must be changed to establish an effcient land utilization pattern in industrial parks. The evaluation on industial parks’land intensive utilization is critical to control the blind expansion of industrial parks, to promote exploring potential of low efficiency in industial parks, to improve the level of land utilization management in industial parks and to establish and complete assessment regulation and long-term mechanism on land intensive utilization in industial parks.The paper is based on the theories and studies on land utilization at home and abroad and according to the current land-utilization situation and development goals of Shanghai industial parks, the defination and content of land intensive utilization has been given.Simultanuously,theories related to multi-factors integrated evaluation are applied to establish land intensive utilization evaluation system of industial parks. The system consist of goal level of industrial parks’land instensive utilization and standard level which contain current land use situation, land use benefits and management efficiency. And the system gives evaluation based on those indicators such as the extent of land development, the situation of land-use structure, land-use intensity and performance of land-use regulation. The weight is determined by AHP.In this paper, an example of overall situation of land resources belong to Shanghai Minbei Industrial Park is taken to study and analyze. A land-use evaluation model is established based on the example. And in the end,a piece of practical, scitific and reasonalbe adjusting suggestion is given accongding to the evaluation result. On the one hand, the proposal will provide valuable reference to further regulate land resources management system in the future,to use and manage the land resources more fully,more effectively,more scientificly and more rationally, to create more and greater wealth for the society, to achieve the optimal allocation of land resources use and to maximize the resource efficiency.On the other hand,other enterprises similar to the mentioned Minbei Industial Park can also benefit from the references.
