Abstract

But according to management contingency theory and scene theory, different organizations, the different historical period, the incentive mechanism of the agent and the corresponding are very different. At present, our country the drawbacks of the traditional personnel management system such as low administrative efficiency, severe bureaucracy, legality, adventurous, problems such as corruption is prevalent, can say it has already exist with the state civil servants scientific management does not adapt, cannot satisfy the current our country social transformation of the civil servants incentive needs. The author thinks that it is due to the lack of civil servant incentive mechanism to cause these phenomena exist for a long time. Therefore, with which our civil servant system existing political, economic and cultural environment changes, the management system of civil servants on innovation, perfect incentive mechanism, improving the quality of our country civil servants, ability, responsibility, cohesion and creativity in China, so as to improve the administrative efficiency of the administrative organ of China’s public management, has become the key link of development, but also the important content of the administrative reform in China.The author thinks that the new civil service management background, motivation, towing should be from the cost-driven incentive and automatic type of incentive in three aspects of the current civil servant incentive mechanism in perfect, incentives included in towing civil service in the typical shape good service, especially the lower-middle class leading cadres, vital do civil action, the civil service model driven to serve the people; The wage system with incentive nature place, can drive civil servants to work hard and cherish jobs, thus plays incentive effect; Civil servant’s performance assessment, through the promotion scientific and programmed, make every civil servants for his future has expected, drive up hard work, positive innovation. Cost-driven incentives including establish scientific civil servant’s performance assessment system, rich design, make its civil service jobs work full of fun, introduce the reasonable civil service training mechanism, perfecting the mechanism of rewards and punishments measures such as civil servants, through the form of civil service rules urge to work hard. Automatic type incentive measures including through shaping the spirit of civil service and promote personality, make its feel civil servants, and civil service came to the job, have treasure role. Incentive Through the three types of incentives, and improved the civil author hope to focus on building a firm politics, proficient business, be honest and upright, a fine style civil service, for constructing socialist harmonious society and realizing the comprehensive construction well-off society’s grand goal provide strong organizational guarantee.
