Abstract


Although belong to the same social security system and other social insurance, industrial injury insurance and other social insurance, and safety production contact most closely. Learn from the experience of developed countries to reduce the rate of occupational accidents, safeguard the legitimate rights and interests of the coal mine workers, diversify the risks of coal mining enterprises, and improve the level of coal mine safety and production must work injury insurance system of safe production combined. China's coal mine safety production work has made good progress, especially in recent years, coal mine accidents mortality successive years of decreasing accident rate also showed a declining trend, but the coal mine accidents, China's coal enterprises are facing the situation is still grim. Research coal mine accidents at work, the use of statistical methods, the first township coal mines in China, the state-owned local coal mines, the coal production of the state-owned key coal mines from 1998 to 2007, the number of deaths, millions of tons mortality data Analysis on the status of the overall trend of China's coal mine accidents and safe production of coal mining enterprises in China, and the establishment and development of the industrial injury insurance system proposed to affect the safe production and coal mine work-related injury insurance system run by the coal mining enterprises in China; followed by a brief description of the United States, Germany, Japan and other developed countries in the development of work-related injury insurance system and safe production, provide a useful reference for improving the work injury insurance system of China's coal mines. Practical problems existing in China's coal mine injury insurance from the government, businesses, workers put forward recommendations to improve coal mine work-related injury insurance system. The mine injury insurance in the protection of coal mine accidents in the legitimate rights and interests of the injured workers, maintaining social stability and unity and promote the healthy economic development of the irreplaceable important role, is an important part of an integral part of our social security system. But China's coal mine work-related injury insurance system implementation problems to be solved, such as injury prevention work in the coal mining enterprises are not in place, set unreasonably low enrollment of coal mine workers, mine injury insurance premium rate, the slow progress of the rehabilitation work. For these problems, propose recommendations to improve coal mine work-related injury insurance system, improve the work-related injury insurance system of laws and regulations, and perfect the mechanism of injury insurance premium rate increase injury prevention efforts, development of work-related injuries and rehabilitation work, the development of a commercial supplement insurance. In addition, to strengthen the management of the government for the coal mine injury insurance, such as the mine injury insurance form an independent system, unified management by the safety supervision department, the National Co-ordination of the coal mine injury insurance, strengthening the efforts of Coal Mine Safety Supervision. Coal mining enterprises should increase investment in the coal mine production safety, the formation of coal industry professional insurance company, while strengthening safety training for mine workers. As mine workers, in addition to the focus on improving their own safety awareness, the oversight functions of trade unions should play. This study has a positive significance to the government to improve the work-related injury insurance system, rationalize the management system of the coal mine injury insurance, increase input for production safety of coal mining enterprises, improve the mine workers safety awareness and rights awareness.
