Abstract


Currently, the research on Regional Planning Environmental Risk Assessment is still not mature in our country, consequently there isn′t a unified and complete research frame and model to be referred to, which requires the theory and methodology to be improved and perfected.With the development of computer-aided technology, integrating CAA (Computer Aided Analysis) technology in the study of Environmental Risk Assessment (ERA) will be a breakthrough in RPstudy.In order to better study and implement the research frame of ERA, with the help of CAA, based on the theory of IDM(Information Diffusion Methodology), by utilizing the software of VBA(Visual Basic for Application) and ArcGIS(Arc Geographical Information System), a more scientific, easily-operational Methodology of ERA was put forward in this thesis, beginning with studying on all kinds of potential risk factors in EA(Emergent Accidents) contained enterprises within the planned region, meanwhile, the characteristics of EA(Emergent Accidents) in a specific planned region were studied, then a specific EA is able to be analyzed and assessed in a more systematic manner.Through EA cases′studies, new procedures and contents of ERA methodology regarding PA( Planning Analysis),RI(Risk Identification),SPTI(Sensitive Protection Target Identification),ERAIPR( Environment Risk Assessment In a Planned Region) and ERMIPR(Environment Risk Management In a Planned Region) are set up,which leads to a new ERA method by combining the theory of IDM with technology of CAA.Verified by a specific case, an conclusion was drawn that this new ERA method is able to better reflect the RD(Risk Distribution) of sudden incidents in an analyzed region and is of important value in application promotion.The assessment result will offer technical advice and consultancy for ERAIPR and ERMIPR so that the RP is facilitated in a final implementation by adjusting based on this methodology.
