The public service utility(PSU) in China is a key part in promoting social development, has an important role. In the past,the PSU is built in planning economic framework,but with the socialist market economy, the gradual establishment of institutions in the management system and operation mechanism gradually exposed many problems, not good enough to meet the social needs and adapt to the development of market economy, which seriously restrict the further deepening the reform of economic system. The Party’s Sixteenth National Congress put forward,the PSU reform, according to the principle of politics, reform the institutions separate management system. Along with the development of the socialist market economy, the PSU reform is imperative.The purpose of the PSU reform is to establish a modern enterprise system, in the process to achieve that goal, along with personnel placement, compensation mechanism, equity set up a series of problems, and how to solve these problems have been present research institutions restructuring the main direction of the research.In this paper, first, the reform of state-owned enterprise restructuring history is summarized, and the status quo of state-owned enterprise restructuring common five kinds of patterns are analyzed, through summing up and analyzing the way that institution reform, method, way, means and so on a series of things in common.
