Abstract


As an effective way to collect social security funds, compared with the other means to collect social security funds, to collect social security tax has significant advantages. At present, the introduction of social security tax to raise a country’s social security funds has become a universal trend, and social security tax’s own characteristics also make it become the best way to raise social security funds. Collecting social Security Tax has great practical significance for the promotion of national economic development and ensures social stability. Therefore, an in-depth study of our social security legislation and have some practical solutions of legislation, for our present economic and social development are of great theoretical value and practical significance.By the in-depth explanation of basic social security theory and the analysis of the current characteristics of social security financing. According the current situation of our country, analyzed and summarized with the introduction of social security tax’s necessity and feasibility of the present, this paper point out that in our country the transformation from the "cost " to the "tax" is imperative.Furthermore, the article focuses on the set mode of Social Security tax.By the analysis of some countries’mode, combined with our national conditions this article point out some experiences in four areas that we can learn and help the introduction of Social Security tax in China.On this basis, legislation on the taxation of Social Security Design,particularly in rural and urban areas of China at this stage to take a different way of social security contributions, is a major innovation of this article.Since the introduction of social security tax is a wide range of high complexity, protracted work, involving the social security system and management and many other issues, in order to ensure the smooth introduction of social security tax, should be thoroughly combined with the reality in China, considering the social security Reform of the Reform with other relevant as a whole.Use civil servants’position-related consumption as a breakthrough in the reform; improving labor market. We should do a good job of supporting the introduction of the work of social security tax, to better co-ordination of Social Security Tax.
