The oppressed Russian Muslim lived in blocking before 1917, which was changed by the Revolution. After February revolution in 1917, the Provisional Government published an Act, in which contained measures on abolishing religious and national restrict. The Act of "On the Elimination of Religious and National Boundaries" was declared on March 20th 1917. this Act gave Muslims hope and they supplied all their strength to the Provisional Government in order to get National self-determination in return. Kornilov Rebellion broke out in September in which Kornilov attempted to save the critical situation in Russia with a military dictatorship. Muslims pursued the rights of democracy and National self-determination which run incompatible with a military dictatorship, so they firmly rejected Kornilov Rebellion. But there was a Caucasus Cavalry Division hoodwinked in Kornilov army, so a delegation started from Petrograd to the resident of the Division to persuade them and they stopped. Because of this event, Muslims requested to set up a Muslim army and the Provisional Government agreed in that situation. The Bolshevik Revolution was broke out in November and Muslims required the right of National self-determination actively. The Soviet government declared "Message to all Muslims of Russia and Eastern book of working people" and proclaimed the right formally, which satisfied Muslims. But they found that the soviet government broke their promise on freedom and the right of National self-determination was not fulfilled. Therefore, Muslims were divided "red" ones who for Bolshevik and "white" ones who anti Bolshevik. Muslims want to set up a Soviet Muslim republic country on their own, but the Soviet government required guidance on it. After fierce struggle, the Muslim republic Tatar-Bashkir Republic failed to found.After surging revolution in 1917, Muslims were no longer isolated. They joined the political and social construction of the country, which sparked as an improvement.
