Abstract

The People’s Republic of China is a multi--national country. National disputes relates to the steady and development of one country. The Nations themselves existence and development have a close relation to the bigger community ---- National Country’s prosperity . The premise of Nation’s prosperity is the rights of her existence and development. Respecting and preserving the rights of ethnic minorities,making the Minority ethnic identity rise to the National identity,these are the fundamental foundation to complete the state integration. The country is the nation’s value pursued or the final objective.Nation is the foundation of a country .As a specific group,it must be has a special interests,these requests can’t be fully satisfied which only depended on the conutry to secure the civil rights .The strengthen of the ethnic identity has the same effect on the identify of personal national member,it also consolidates the recognization of the national special interests.When the ethnic groups’interests realization is injured by the Natioanl interests. Ethnic national identity could be weakened or lossed.The Chinese Communist Party has got a hard process to preserve the ethnic rights when it founded.From the Federal to the Central Monopoly , From the ethnic groups self---decisive to the autonomous,until the unique Ethnic Region Autonomous system is established finally.the integration of China is fullfilled in the process of protecting the ethenic minority rights.The unique Ethinc Region Autonmous system compensate for a nation of individuao citizens lack of equal rights guarantee.It has preserved the double political rights : the minority ethnic autonomy and particiation in the state management.The groups of ethnic minority not only hold the civil and political rights which authorized by the constitution and law ,but also hold the autonomous rights that could be enjoyed in the particular ethnic regions . On the one hand ,we should consider the rights preserved from the angle of the law and hunman rights; we should also consider the rights from the economy and the society to supply the necessary sufficient conditions. Ethnic equality, National unity and various national common prosperity are the fundamental principles to handle with our national relations. Ethnic equality is the political foundation ,national prosperity is the political guarantee to the ethnic equality and national unity.In order to develop the National integration ,we must get the statement of the national prosperity.The establishment of the Socialist Market Economic System has promoted the whole country and nation development.Since the geographical and historical reasons,the ethnic regions developed very slowly,the ethnic regions has a bigger difference with the other regions.The Governent has authorized a series of optimal policies to the ethnic regions in order to attain the goal of various national common prosperity.With the help of the government and the ethnic groups endeavor,the economy ,society and culture of the ethnic regions have gained a big achievement,this success has offered a great material foundation to the national identity and State identity.The Market Economic System has done a gigantic effect on the minority’s existence environment and development, it has brought all the races into a open,rapid and fierce competition situation,it also brought the great changes ,including the living manners and values.In a more pluralistic situation,the interests needs are all different,the directly economic gap of the different ethnics has made a huge impact to the ethnic value and idea.“Unity in Diversity”is a national characteristic of Chinese country,the culture is a logo to a nation, the identity of the nation and blood is the common genes ,culture has a big attraction to the national members.The old minority social formality was displaced by the united formality,the old productive manner was replaced by the modern manner too. Only secure the ethnic minority rights from the culure can we preserve the common culture genes and fulfill the diversity in unity.Only in this way , can we aviod the loss of the characteristics of the minority in the global economic trend, can we attain the unity of the minority rights pluralistic and state integration.
