Abstract


Since China adopted the reform and opening-up policy, all kinds of social undertakings were flourishing each day, and the standards of people’s material and cultural life improved a lot. Accordingly, vigorous development was scored in sports. As the physical base of sports activities, stadiums and gymnasiums were erected one after another. The erections fulfilled the purposes of holding sports events and being the centers of public fitness and recreation. However, because of the confused planning and designing objectives before the construction and the thoughtlessness of their operation and administration after construction, they failed to fully perform their functions and the high costs for operation and administration left them in a state of deficit.The 11th National Games has completed for more than a year, and Jinan Olympic Sports Center, which was built for the hosting of the Games, has been on its way of market-based operation.The construction of large-scale stadiums and gymnasiums is not merely for some specific sports events, but those buildings are also the landmark buildings and the symbols of the cities where they locate, as well as the public fitness and recreation centers. However, the sports industry in our country started late and the operation and management of such buildings are still in the beginning stage. After some certain sports events, those buildings often fell in an embarrassing situation and their maintenance became a huge burden to the local governments.Jinan Olympic Sports Center is the main stadium for the 11th National Games and huge sums have been invested in its construction. Today, more than a year has passed since the National Games and the market-based operation of the Center has begun. It becomes a topic that people generally care about whether the Center can reach a balance between its income and costs and even gain profits on the base of holding sports events and being the centers for public fitness and recreation. For the purpose of gaining profits besides the tasks of holding sports events and serving the public, the Center was well-planned before its construction. From the humanistic values and social impacts to the economic values, from the choices of its location and structure to the using of materials, all aspects were given thoughtful considerations and surveys.Jinan Olympic Sports Center is a well-equipped large-scale comprehensive stadium with fair location, reasonable structure and profound implications. The designing notion of“one stadium with three gymnasiums”is able to satisfy the different demands of different sport games and has the ability to hold all levels of sports events.Meanwhile, the opening to the public meets the demands of local people’s activities of fitness and recreation. In addition, the undertakings of different types of commercial performances and activities enrich people’s cultural life. The operation and administration of Jinan Olympic Sports Center has its own characteristics and advantages, and it blazes a trail suited to itself by fully taking use of its advantages and making continuous explorations and innovations.This thesis uses different research methods including documentation method, Delphi technique, mathematical statistics and logical analysis to study the designing philosophy and operation and administration of Jinan Olympic Sports Center, and to analyze the choice of its location, the aim and positioning, the humanistic and economic values and social impacts of its structure and the high quality and high standards of its functions, through relevant data. Furthermore, this thesis carefully studies the operation pattern of the Center after the National Games to demonstrate its rationality and maneuverability as well as its advantages and disadvantages. Based on the above-mentioned study and analysis, this thesis comes to a conclusion and suggestion to provide basis and references for the operation and administration of the Center.
