Abstract


The quality of teaching is the lifeblood of an institution of higher learning, is the eternal theme of higher education. With the development of mass marketization of higher education, colleges and universities between survival and development in an increasingly competitive and protect the quality of the training to become the focus of much attention in the current development of higher education teaching quality monitoring system through the establishment of Colleges and Universities. Local institutions under the jurisdiction of the local government is an important part of higher education in China, the scale of development and to improve the quality of the contradictions become more prominent, the creation of an internal teaching quality monitoring system is an important measure of local institutions to deal with the issue of the quality of teaching, It is an important means to achieve self-development. Consequence, the analysis of local institutions 'own internal management mechanism innovation, build local institutions' own internal teaching quality monitoring system has important theoretical value and practical significance to promote the coordinated development of higher education in China. This paper focuses on local institutions' own internal quality of teaching monitoring system construction. Integrated use of literature search method, comparative method, theoretical analysis and other methods, analytical monitoring of the quality of teaching theoretical basis, and Qingdao Agricultural University, for example, of the local institutions in the creation of an internal teaching quality monitoring system the results achieved in practice, the experience gained, focusing on analysis of realistic problems. On this basis, by drawing on advanced concepts and practices of foreign higher education teaching quality monitoring framework and operational mechanism of the guiding ideology and basic principles to build local institutions' own internal teaching quality monitoring system, as well as the integrity of the system. Papers of local institutions to build a scientific and rational, effective internal teaching quality monitoring system has certain reference. The following part of the study: The first part is the introduction, describes the background of the problem, purpose and significance of research methods, ideas and literature review. The second part of the analysis of the theoretical basis of teaching quality monitoring. Including the quality of higher education, the system of scientific theory, total quality management theory, principles and views of teaching quality monitoring system in order to build local institutions' own internal scientific theoretical guidance. The third part analyzes the local institutions' own internal Exploration and Practice of Teaching Quality Monitoring. Teaching quality monitoring mechanism of the effect of history and run by combing Qingdao Agricultural University, analyzed the problems in the teaching quality monitoring practices in place within the institutions, the basic idea clear build local institutions' own internal teaching quality monitoring system. The fourth part describes the successful experiences and practices of Europe and the United States, Japan and other foreign higher education teaching quality monitoring, as well as our local institutions to build an important revelation of the internal teaching quality monitoring system. The fifth part of the local institutions to build internal teaching quality monitoring system should follow the guiding ideology and basic principles, on this basis, according to the system scientific principles theory to build the basic framework of the system and operational mechanism.
