Abstract


File management is the Government attaches great importance to the work, began to diversify the kinds and forms of information technology mature archive, archive electronic increasingly favored by the government sector. Knowledge management model of e-government at home and abroad file is to shift to the knowledge base and knowledge services as the core of knowledge management mode. File domestic e-government knowledge management system is still under development, the perfect stage, a lot of management mode can not be a good solution to the computer automatically recognize the semantics of the recorded results, can not help the user to accurately locate areas where information leading to the emergence of a lot of useless information. In addition, conventional keyword-based information retrieval technology is far can not meet the needs of users in the semantic. The theory of ontology description language as a structured knowledge, can be a good solution to the problem of knowledge representation, knowledge management, knowledge organization. Based on the theory of ontology, the technical basis to file the knowledge management as the research object, the depth of the design and implementation of knowledge management model based ontology of e-government files. The text of six chapters, specific content is structured as follows: Chapter 1 Introduction. As the beginning of the paper, first introduced the purpose and significance of this study. Second, scholars ontology technology applied to files made in the field of knowledge management research the carding and analysis. Third on the this article Topics sources. Finally, the main content of this research and innovation. Chapter 2 file knowledge management model of e-government technology base. First, the Semantic Web ontology theory. Secondly, create semantic description and body from the three aspects of the Ontology languages, build tools, build processes described in detail, and finally, two aspects of the conversion from the metadata and ontology reasoning mechanism of ontology technology in the file application of knowledge management. Chapter 3 e-government in the archives of knowledge management. First on the identification of the knowledge of e-government files. Second, knowledge of e-government files. Third, knowledge representation and storage from file file organization of knowledge of e-government. Finally, the analysis of the file retrieval of knowledge of e-government. Chapter 4 file knowledge management model of e-government framework. First, the file knowledge management model based on the ontology of e-government design ideas. A summary of the work done in this article, pointed out the inadequacies that exist in the process of this study, and future prospects.
