LiBo is a tourist city, yet the city has no tourism, the city for urban tourist city of scarce resources, how to develop city tourism is the key; Libo has the land used for tourism, but the land used for tourism planning needs to be deepened, how to make full use of existing resources, creatively integrating tourism elements, mining tourism potential, exerting its characteristic is the content which the paper will explore.Paper has combed experience and theory research about the land used for tourism at home and abroad, in-depth analysis the relationship between tourism function and city land within the scope of city and the reason that the land used for tourism is not included in city land classification system, extensively use thought of tourism land use classification and summary of characteristics as a source of reference, hope it is concluded that the analytical a series relatively perfect theory system for city tourism planning, through the definition, the types for tourism research subdivision, features, in order to provide a theoretical fulcrum for city tourim planning or the planning of land used for tourism and eke out lack of tourism planning in the statutory planning framework. Finally, overall thought and logic of the paper is as follow:(1) Problem leading-in type research on mode. In those which have exploited tourism, city land generally includes tourist function, when these land gradually have new industry and land property produced subtle changes in the current statutory planning, however, because of the "omissions" of the current statutory planning, this results in the problem of exploiting without basis and planning without management.(2) Paper illustrates the theory of the city land used for tourism and primary introduces the classification system of the city land used for tourism, which will be divided into land used for city tourism activities and land used for city tourism service, and considering the compounding development of city tourism, in addition, gives city tourism composite land as the third subclass of the city land used for tourism.(3) Paper will apply the theory of the city land used for tourism to tourism planning, it is found that there exist interfaces of professional classification of the land used for tourism between LiBo city tourism planning and statutory planning, which deepen the ad hoc planning-city tourism planning and put forward the thought of tourism planning creatively.(4) According to the theory of the city land used for tourism, paper further studies on demarcation of LiBo city land used for tourism and index of land, pointing out the lack of tourism capacity index in the original planning, combined with calculation method of the statutory planning index and the tourism capacity index, and finally established the city tourism facilities index calculation model, and applied it to practical project.
