Abstract


Rural infrastructure is necessary for agricultural production and rural economic development, and the level of supply is related closely to farmers’ economic interests which have effect on the degree of expansion of domestic demand. Therefore, ensuring the supply of rural infrastructure is practically significant. Effective supply, that is, supply matches demand. This paper aims to pass farmers’ real needs to the government and become the basis of government’s decision making through constructing a mechanism expression of demands. It needs to meet various conditions so as to build such a mechanism and make it effective. For example, the real and accurate display of farmers’ preference; the fulfillment of open channels for farmers’ demands expression; the achievement of the effective integration of farmers’ diverse needs and the great attention of government and so on and so forth. As a result, these are necessary and any part of loss will reduce the role of this mechanism. The starting and research point of this paper are building effective expression mechanism in rural infrastructure on the basis of realizing such different conditions. In addition, the role of government during this process is also worth concerning. As the highest exercise of power, government is the main supply body of rural infrastructure. Government supply policy determine the quantity and quality of rural infrastructure in rural areas directly. At the same time, farmers’ satisfaction has a direct effect on government’s power base, and the government is responsible for offering means to farmers’ attendance. However, the personification of the executive power makes expansion of executive power possible. That is to say, the government meet farmers’ demands through executive power will infringe the interests of farmers inevitably. How can the government make a balance between these two behaviors? This influences the effectiveness of demand expression mechanism directly.
