Abstract


In recent years, more and more research for basic public services , government departments also increasing degree of attention to basic public services , is also gradually increase its input into , but of basic public services , the problem still exists . The current objectives of the reform of the Chinese government to build a service-oriented government , to achieve this goal requires the Chinese government to further deepening and improvement of the efficiency of the inputs for basic public services . To enhance the level of basic public services for building service-oriented government is crucial , but the for input efficiency study of basic public services and rare, therefore , the need of basic public services investment in efficiency evaluation . Basic public services based on the situation at this stage is divided into six areas of compulsory education , public health , infrastructure , public culture , basic social security and public employment , in order to conduct in-depth study of basic public services , text for various basic public services were established index system , followed by the establishment of the index system Malmquist DEA assessment on China 's basic public services by Malmquist productivity index and its decomposition index , the index of technological change and changes in technical efficiency index analysis , also technical efficiency change index is decomposed into pure technical efficiency index of change and scale efficiency change index , and thus the analysis of the efficiency of investment in basic public services . For more in-depth research into efficient , typical areas of basic public services in various separate analysis . Input efficiency of basic public services then calculated based on the input efficiency of basic public services , in order to conduct in-depth studies on this conclusion , the article using a cluster analysis method to classify the input efficiency of basic public services , categories are explained, as well as the reasons for this situation may exist in elaborate , came to the conclusion of basic public services exist in parts of input efficiency than ideal , but the lower the efficiency of the overall input of this conclusion , and the proposed response to this situation some policy recommendations.
