Abstract


Abstract: Since the beginning of reform and opening up, with the loosening of China's urban-rural dual economic structure, the surplus labor force in rural areas continue to flock to the city. Out of the constraints of the household registration system and the economic system, migrant workers in the city work and life, but you can not enjoy the same social security benefits and the urban workers, migrant workers groups free outside the pension insurance system. Social endowment insurance of migrant workers, has become a real problem in the development of Chinese society. The state levied for social and public interests of a large number of rural land, leading to more and more of the surplus labor force in rural areas, the remaining labor force is bound to flow to the cities and towns, which appeared migrant workers in urban employment without urban hukou. Surplus labor in rural areas to the cities and towns, the cities and towns of the labor force increased, thereby increasing the pressure on urban employment and increase the burden of social security of the town. In such a situation, a large number of migrant workers groups is difficult to be incorporated into the town's old-age pension insurance system. According to the traditional rural household registration system, to continue to exclude migrant workers pension in addition to the existing old-age insurance system for urban workers, it is clear that contrary to the principle of fairness, but if it is fully integrated into the existing urban pension insurance system, financial and related policy conditions and very lacking. This article is in this context, according to the specific characteristics of the different groups of migrant workers, constructed in line with the needs of different groups of migrant workers pension insurance system, the endowment insurance of migrant workers in order to solve the problem. In this paper, the status quo of China's migrant workers pension insurance research, analysis found that the main problems are: pension insurance of migrant workers is low, surrender phenomenon seriously imperfect policy. On the basis of analysis of existing migrant workers social endowment insurance policy problems, it is recommended that the pension insurance policies in groups of migrant workers in China presents multi-class features, the development of the different categories of migrant workers groups need. And put forward some policy suggestions for migrant workers pension insurance mode. Text consists of five parts, the first part is the introduction; second part of the definition of migrant workers and the concept of the old-age insurance, and discusses the theoretical basis of the full text; third part analyzes the status quo of China's migrant workers pension insurance, for The status quo of the existing problems, analyze its causes; fourth section describes the construction of a multi-class Chinese migrant workers pension insurance system; fifth part of the full text of a brief summary and some policy recommendations for the fourth part of the system .
