Abstract


Agricultural insurance, is to encourage and protect the world customary policy of agricultural development , agricultural production caused by reduced production risk , protect their own interests of agricultural producers , and enhance the sustainability of agricultural production . China's vast territory , complex and varied climate , changes in the weather in some areas free of charge , by the bad weather brought agricultural disasters occur frequently give agricultural producers a huge loss , but also hindered agricultural production , which requires decentralized agriculture agricultural insurance risk. Commercial agricultural insurance although to a certain extent, can mitigate agricultural risks , but can not meet the profitability of commercial insurance agricultural insurance policy , and its congenital defects \Therefore, the establishment of a sound policy-oriented agricultural insurance system, the development of relevant laws and regulations, regulatory policy-oriented agricultural insurance is the main task of the present stage . In this paper, the use of the basic theory of the insurance law , agricultural protection theory and the theory of state intervention and market mechanisms , through domestic and international agricultural insurance legislation and institutional discussion, learn from advanced foreign experience in the development of agricultural insurance policy , combined with China's policy-oriented agricultural Insurance status and analysis of pilot pilot common problems , make a few points about developing the policy agricultural insurance legal regime.
