Abstract


Along with the revitalization of old industrial bases in northeast Liaoning Coastal Economic Zone National Exhibition slightly implementation, presents a booming trend in Northeast China's import and export trade, bonded logistics volume is increasing year by year. The Northeast region is the main two high-level special customs supervision area, ie the the Dayaowan bonded port area and Heilongjiang Suifenhe Comprehensive Free Trade Zone. Suifenhe Comprehensive Free Trade Zone, the special geographical position, its main bonded trade for Russia, which determines the the Bonded Logistics effect on the entire northeast region. Dayaowan bonded port area as the main channel of the northeastern region bonded goods, now has been unable to meet the needs of rapid development of international trade in Northeast China, need new comprehensive Free Trade Zone to complement it. Taking into account the increasing of land cost, construction cost, and comprehensive Free Trade Zone some special requirements on land use, we need to consider a reasonable construction area to avoid the waste of land or a shortage of land. Firstly, the a brief comprehensive Free Trade Zone, including the course of the development of a comprehensive Free Trade Zone Development Status and comprehensive Free Trade Zone and other special customs supervision area - comparison and the formation of the form. Based on comparison of the various types of special customs supervision, and the use of SWOT analysis combined with Liaobin local economic environment and regional environment to build a comprehensive Free Trade Zone. Do the Liaobin comprehensive Free Trade Zone needs analysis, including the needs of the coastal economic zone Liaobin four aspects of the demand of Panjin City, Liaoning coastal economic zone demand and the needs of the northeast old industrial base. Needs analysis show that the need for the construction of a comprehensive Free Trade Zone Comprehensive Bonded Zone Liaobin then need to determine the site location. Early requirements analysis indirect reaction of range of hinterland Liaobin comprehensive Free Trade Zone, and thus do predictive analysis, taking into account the new Liaobin Comprehensive Bonded Zone of the existing Dalian Bonded Port, Suifenhe Comprehensive Bonded Zone of the flow the bonded logistics amount of randomness and Comprehensive Bonded Zone brought spillovers and other factors, random wave equation as a predictive model building with a multiplier effect. And analysis of the Comprehensive Bonded internal Ribbon, the calculation of the main regional area calculation methods and unit area, and a prediction based on the use of chance constrained stochastic programming, the establishment of the area planning model reaches a certain level of service, and then come in three period of construction phases of the construction area the Liaobin comprehensive Free Trade Zone and the overall planning and construction area.
