Abstract


Since reform and opening-up, China has been constantly feed industry development and improvement of China’s industrial feed production first breakthrough in 2005, and 100 million tons mark in two years later reached 1.23 million tons, meanwhile, China ranks second in the world for 17 years feed superpower.Along with the development of industry, China feed animal breeding also got a boost, and because the feed quality improvement and animal products can not only satisfy domestic consumption demand, its quality also is able to continuously improve the competitiveness and in the world to increase exports also gradually increases. The rapid development of feed industry, also let directly affect the animal products quality and safety of the feed quality problem to gradually of exposure, especially in recent years, triggered by feed product quality to people’s health and damage the interests of consumers in the malignant events around the country to happen from time to tome. Whether veterinary drug residue phenomenon, or toxic or harmful substances, such as heavy metal exceeds bid, as China’s residual feed industry sustainable and healthy development of the main factors are conditioned quality safety problems, feed has caused Chinese livestock and poultry products, and therefore the export blocked impose huge economic losses.On May 29, 1999, the People’s Republic of China issued and implement the "feed and feed additive management regulations, and all relevant departments also subsequently published and revised like the feed additive and additives zofran feed production license management method", "new feed and new feed additive, and the measures for the administration of feed additives and additives zofran forage product approval measures for the administration of the import of feed and additives, the registration and management method", our country legal system to feed safety initial shape. However, we must admit: our country the legalization of the management and feed safety international level also has the disparity, the frame structure also need further scientific and reasonable. In developed countries, as long as it is feed safety regulation system for involved the content, are equipped with very scientific, rigorous, careful regulation, and its operatibility of management institution, the duties and rights on detailed requirements is very clear. Feed the quality safety problems is the hot issues in general, but also the relationship of food safety event. From the use of antibiotics to over concerns about mad cow disease, feed quality safety problems is forage industry and the development of animal husbandry shall consider the question on had to, because in some extent, consumer safety and feed quality safety, world directly linked to feed is scientific and safety are very attention and concern. In the feed management and feed quality management, we should have more experience to the United States, Canada and European Union countries to study, they feed management system has been widely all over the world, and the influences of worth our using for reference.This article is in the feed enterprise quality understand foreign advanced experience feed and safety management system of safety management and the quality of our country, the quality safety management and feed feed system of safety management of the quality status of or brief or in-depth analysis. And in feed regulations and standardization system, the establishment of forage quality supervision, carrying out HACCP system and credit system, displays profession association aspects of Chinese and foreign role to analytical results comparative analysis about some guarantee feed quality safety countermeasures. This paper through the analysis and comparison, can function in Chinese feed product quality, raising the level of all of our country in the role of the healthy development of the feed industry for animal breeding, the efficient and safe production provide some security, in the long run to the survival of humans and animals environment reducing don’t even be polluted and let animal products can be sure of the quality and safety, thus to human health and social stability. Meanwhile, hoping that feed the enterprise management level has been improved, and promote the healthy development of Chinese feed industry.
