Abstract


With the sustained and healthy development of China's economy , the rapid development of power industry , especially for large -scale thermal power project construction rapid expansion , thermal power engineering project cost management has become increasingly important. Study electrical engineering building needs to adapt to meet the requirements of advanced cost management model to improve the efficiency of fund utilization , good power engineering investment decisions, optimize power engineering, electrical engineering cost reasonable assurance , cost effective control of power engineering , China Power Engineering Cost Management the main problem to be solved . The main content of this paper is an internationally recognized full life cycle project cost management theory and methods. From the research project life cycle cost way through Linfen , Shanxi Datang International Power Plant Hexi cost management life cycle engineering examples , summed up the construction of thermal power investment decision phase, design phase , implementation phase, completed acceptance phase , operation and maintenance phase of the various stages of project cost control of specific measures. Focuses on the design stage of the life cycle cost management application . Minimize the cost of using the theory of modeling, engineering design combined with practical examples , presented the future of the whole life-cycle cost of cost management cycle cost impact , demonstrated the full life cycle cost management for the development of China's electric power construction has an important significance. Explore the establishment of a more comprehensive and suitable for China's national conditions and in line with international practice of the entire life cycle of the project cost management theory and methods to identify and reasonably cost effective control of power engineering , power engineering construction projects to improve investment decision-making levels and investment returns.
