East Lake High-tech Zone has become the second national innovation demonstration zone after Zhongguancun. While enjoying various preferential policies granted by the State, we should also contribute to build an innovative country and implement of the national innovation strategy. East Lake High-tech Zone how to adhere to independent innovation, while supporting the building of Wuhan city circle "two-type society" and stimulating the vitality of independent innovation of central region, become an urgent proposition.Building national innovation demonstration area is a huge systematic project calls for works of many aspects in which the building of the talents is undoubtedly the most important one. Talent incentive is an important means to attract and retain qualified personnel and building the scientific and reasonable measure indicators of talent incentive effects is an important guarantee for national innovation demonstration area. At first, this thesis describes the talent incentive status of East Lake national demonstration zone. After that, it is necessary to analyst the positive factors and negative factors which have great influence on the talent stimulation of East Lake High-tech Zone. Then building the evaluation indicators system of incentive effects from four aspects including: incentive pay, achievement motivation, growth incentives and environmental motivation. The following step is using the evaluation indicators to measure the talent incentive effect of East Lake national demonstration zone and summarize the problems which hinder the further development of East Lake national demonstration zone. Finally, this thesis put forward four measures including: forming the talent incentive department, implementing the plan of talent incentive, building the platform for talents stimulation and establishing the special funds.
