Abstract


Since the idea is proposed—“Treating symptoms and causes equally, Dealing with the problem by comprehensive measures, Punishment and prevention is the equal,Prevention is the heart”, the center of the anti-corruption begins to shift from punishment after the matte and controlling in the matter to the prevention before the matter. The anti-corruption work in the art recruitment test also presents the similar trend of development, but compared with the other corruption types, regardless of practice or research in anti-corruption is obviously weak: Practices, although take the numerous preventive measures , the failure in the prevention is still common; Theoretically, mostly studies based on the judicial prevention. Based on the situation, we use the prevention theories which are social prevention theory and the situation crime prevention to analysis the cause of the corruption in the art recruitment test.In order to make a basically decision about the causes of the failure of the corruption prevention in the art recruitment test.We find out a core factor that affects the corruption in the art recruitment test with empirical study -- the relation alone the main corruption beneficiary, the existence and the spread. The reasons, in two aspects, bring about the core factor:Macro, the environment of the social prevention is still incomplete, mainly displayed in: the supply in the art educational resources field is still less than demand , the prevention rules and regulations organization system are still imperfect, prevention experience is still obviously insufficient; Micro, the situation factor is intensely disturbing, mainly displayed in six situation factors affect the corruption , the examinee relative and so on .The macro causes analysis is tested by counting the art educational resources supply and demand data, arranging art recruitment test corruption prevention rules and regulations and the preventive measure document material; The micro reason ,by defining variable, the constructing model, carrying on the model return examination to carry out the empirical analysis with the information which is collected by the questionnaire ;Finally, the core factor’s refinement is contrasted from the conclutions of the two reason analysis’s foundations.
