Abstract

Occupational health supervision and management, as an important task for government to fulfill the functions of market regulation and social management, is of great practical significance in maintaining social stability, building a harmonious society and comprehensively implement the scientific concept of development. Although in China the occupational health regulatory system has initially established in recent years, but in practice many contradictions, such as imperfection of the current legal system, inability of enforcement mechanism, powerlessness of supervision, implementation of corporate social responsibility, underdevelopment of intermediary institutions, are gradually exposed. These contradictions, seriously hampering the development of occupational health prevention and treatment, must be fundamentally solved. As the social security system is not fully developed, some enterprises seriously violate provisions, the workers can not protect their legal rights, more and more social problems caused by occupational diseases are exposed. If these problems can not be properly solved, they are bound to further intensify contradictions and lead to extreme events.This paper illustrate the current situation of local occupational diseases and the great significance of strengthening local occupational health regulation to build a harmonious society and implement the scientific concept of development. Secondly, take Jilin Hi-tech Zone regulation and supervision as a typical case of local occupational health work in China, draw on the work patterns and practices in industrial developed countries, makes research on the conflictions and their causes in current supervision of the local occupational health from three levels including the legal supervision of occupational health system, organizational system and working mechanism. Target the actual situation this paper bring about countermeasures on strengthening local occupational health supervision: (1) create a regulatory force through the administration’s functional integration and departments coordination; (2) cultivate intermediary organizations to build specialized technical service system; (3) fulfill the corporate responsibility to realize the fundamental regulation of occupational health; (4) strengthen functions of trade unions and community to improve the network of social supervision system.
