Abstract


As an important part of social security system, medical security system can provide citizens healthy life and necessary medical service.The development of medical security system is based on dual influence and restriction of economic basis and political system. Our current system is to establish its special historical environment, economic base and political system as the basis. From the 1950s, medical security system in china is always in urban-rural unbalance state; and it is also because nowadays china is at the point of the reform of economic system and the critical period of social transition.Thus, no matter which aspect we look at the situation, whether out of consideration in justice or economic healthy forward development, we could not ignore the situation to exist and it is imperative to coordinate the development of urban and rural medical security.To begin with, from the aspect of security pattern, safeguard level, management system, the arrangement system, systematic comparative analysis, this paper will show the situation of urban and rural economic and social development. On the basis of in-depth analysis of the great differences, we find out its negative effects, such as effect on our country’s serious population overall life and quality; detrimental to the development of our national economy; slow down the process of urbanization; against social fair principles.Next, this paper will put forward some suitable and operable suggestion to coordinate the development of urban and rural areas of the medical security system in china. To perfect urban and rural medical security system,the suggestions are as following:from the society plans as a whole and individual account; combine health resources rationally; straighten out the medical and health service system; clarifying government functions; introducing marketing mechanism; multi-level medical security; determine funding level and compensation levels; strengthen medical security system in the development of our country.
