Abstract


New Rural Cooperative Medical Care System(NCMS) is a government-organized healthcare system. As a single unit co-ordinates administration of NCMS, the county governments need do a lot of work in“system mode”, "the fund-raising mechanism", " work network". Therefore, this article choose "the county government" as the object of study. In the course of the study, we use three methods: (1)Specification of methods to answer what the county government responsibility should be taken in the new rural cooperative medical supplies, combined with detailed analysis of the current situation. (2) Comparative analysis. In comparison of rural medical security system between international and domestic, to provide useful experience in the establishment of new rural cooperative medical care system in domestic. (3) Case analysis, taking the behavior of county governments in NCMS in different areas and the relevant data as examples, for providing sufficient evidence in arguments explaining.After extensive research, we draw the following points: first, the well development of the NCMS requires the government assume responsibility for“system mode”, "the fund-raising mechanism", " work network". Second, The capability and political will of the county government is the key factors for NCMS. The county government knows about grass-roots situation and has gained enough experience in NCMS. If the county governments would like, without any increase in the central government liability, they will do best in the relevant system innovation, which can improve the quality of NCMS and win the acceptance.This paper main part is divided into six parts:The first part is "the NCMS and responsibility of the government basic theory expounded ". In this part , The author first introduced the NCMS’s basic situation, then illustrates the necessity of government responsibility from a theoretical perspective, and illuminate the county-level the government responsibility is the theme of this study.The second part is "the NCMS supplies research". Using data and graph form ,the author mainly illustrates the new rural cooperative medical supplies present situation.The third part is "the influence mechanism of county government on the NCMS, ". This section with normative research method illustrates the county-level government action in the mode of system, financing mechanism, and the government of system and its network. Answer the county government how to influence the mode of system, the fund-raising and the network system, etc. The fourth part is " county government misconduct in the development of NCMS ". Based on the second part, this part spread from the government specific actions, expounds the misconduct of county government in NCMS, and detailed analysis of the government of misconduct reasons.The fifth part is " the comparison and revelation with foreign rural medical security system", this section drew lessons from international medical security system in rural areas. At last, the author provide a further advice in government responsibility.The sixth part is "the government responsibility in coping with MCMS sustainable development ". This part first discusses the active measures is taken or prepared to take by governments, secondly explored county government behavior for NCMS possible development trends ,and put forward a constructive suggestion.
