Abstract


A high degree of political civilization of modern society, developed rapid economic development of human society reached an unprecedented height, but accompanied with frequent natural hazard events. Natural disaster events is different from the natural disasters, social problems caused by the natural disasters only constitutes a natural disaster events. Natural disaster events cause a large number of casualties, the enormous direct or indirect economic losses, even invisible trauma, the obstacles of social development, and also to properly handle, turn adversity into opportunity. Due to the sudden and powerful destructive natural disaster events tend to produce certain hazards and adverse effects on public and social, such events can easily cause people's attention. If the Government is not timely, comprehensive public information, the public can easily panic due to various rumors, and may even lead to social unrest, but also can not take the initiative to cooperate with the government response to the crisis, so that additional difficult to deal with such an event. In the emergency management of natural disasters, government information available is often up to the most comprehensive government timely, uniform, accurate to publish event information, increase the transparency of the emergency work, the public timely, comprehensive and accurate information about the incident, enhance the sense of crisis, to assist and supervise the government to do an important part of the response of natural disaster events. Therefore, in the event of natural disasters, the government information disclosure in any case can not be evaded and ignored. The purpose of this study is to serious harm to describe the event of natural disasters of modern life, and how we can reduce these risks, which leads to the government information disclosure in value, that can reduce the number of casualties, to avoid unnecessary economic losses, establish good government image; these administration is important, this is also exactly what the ultimate purpose of this paper. This paper is divided into three parts: the first part of this paper describes the information in the event of natural disasters, the government, described the event of natural disasters, the impact on society and the role of information in the prevention and reduce the damage of natural disasters. The second part of this paper describes the costs and benefits of open government information in the event of natural disasters, first an overview of the government information disclosure system, including the meaning, scope and form of the government information disclosure system; After the analysis of the importance of public government information and necessity; government information public with important government information, but there is emphasis on confidentiality, openness of information between the government, the media, public feedback is not smooth. Introduction of the government information disclosure system to compare the costs and benefits of open government information in the event of natural disasters, were set out in a cost-benefit visually compare the two came to the conclusion in the natural disaster event handler, government information public monopoly than the information valuable conclusions. The last section introduces a natural disaster events, government information open the social good governance, natural disaster events government information public system of value embodied, first of all introduce a natural disaster events and social stability of the relationship, followed showed that natural disaster events, government information disclosure standards of good governance of the Government to enhance the credibility of the government to create a good government.
