Abstract


Soft power originates from culture, values and foreign policies. Diplomatic soft-power(DSP)has three levels, that is, legitimacy, say and structure-power. Legitimacy refers to the moral foundation and legal basis of foreign-policies;Say refers to the manipulation of the global public-opinions and domination of discourse in multilateral diplomacy; Structure-power refers to the externalization of endogenous values into global norms through international mechanisms. These three levels are closely-linked and progressive layers.During the Cold War, the Japan’s foreign policies have thoroughly implemented the Yoshida Doctrine, focusing on economic diplomacy, with the lackluster of performance on soft-power. The end of the Cold War provides Japan a rare opportunity, and the rise of theory on soft-power also makes Japan redefine its focus on foreign affairs. By actively carrying out foreign policies labeled with pacifism, environmentalism and developmentalism, Japan’s national image improved obviously. At the meanwhile, the international community has gradually recognized and accepted the leadership of Japan in IOs, international conferences and other multilateral occasions. The proposal of“Human Security”marks the success of Japan’s shaping on DSP.Systematically analyzing on Japan’s policies,the locus of its construction of DSP will clearly appear, which is a great contribution to the theory of DSP as well as policy-making of China on foreign affairs.
