Abstract


Relying on local government financing platform local government credit for infrastructure projects, to promote the urbanization process in China . 2009 , as the country \In recent years , the country's local government debt balance continues to grow, such a huge debt event of default will lead directly to our country's sovereign debt crisis and the financial crisis . Therefore, studying how to resolve local government financing platform debt risk becomes very practical significance. This paper draws on previous outstanding research achievements in Wuhan City, the largest government financing platform - Wuhan Urban Construction Investment and Development Group Co., Ltd. as an example, its solvency and risk analyzes . First, the analysis of the development of local government financing platform through the process , in a combination of domestic and foreign government financing platform on the basis of theoretical research , elaborated the research background and significance. Secondly, Wuhan City investment company overview , business case analysis and debt sources , revealing its relying on local government credit for infrastructure projects in real terms . Then, from Wuhan city level fiscal revenue and expenditure situation, Wuhan City investment company's stock of debt as an object, measure its long-term solvency , lack of long-term solvency draw conclusions. Again, from a financial risk, management risk , settlement risk and project compliance four risk factors begin to reveal the cause of its solvency is insufficient. Finally , from the central government , local governments, commercial banks and four aspects of Wuhan City investment company starting to develop a series of targeted and feasibility of risk management measures and recommendations to resolve their risk for the country 's local government finance ongoing clean-up work platforms provide reference .
