Abstract


Independent Colleges is an important part of the higher education in China , the country has established a relatively complete system of poor students in policy , but poor students funded system of independent colleges is relatively undeveloped . Overall , our college system of poor students , while fruitful , but also there are some shortcomings and deficiencies , including system design needs to be improved , the Government financial education funding shortage , lack of reasonable mechanism to identify poor students eligible wash work study jobs set unreasonable , the job is not fully tap the banks to issue student loans are not enthusiastic , social forces to participate and poor students in force thin . To this end , this paper has long been engaged in the practice of the funding and management of the college students , to further improve the system analysis of the evolution of poor students in the development of policy system based on Independent Colleges subsidy policy system gives poor students in the preliminary proposal . First, clear the government system of poor students in college principal position ; play the positive role of universities in the system of poor students ; strengthen the role of the main channel of the national student loans in the financial aid system ; fourth is to broaden the funding system channels , establish social funded network system , broaden the coverage of the work-study jobs , and enhance the level of work-study and technical content ; reform of poor students mode , to enhance its own hematopoietic function ; six combined hospital professional and student characteristics , combine entrepreneurship education of poor students , innovation and a suitable mode of poor students of the the Private independent Institute Features .
