Abstract


In order to foster and improve the college students’ ability and quality, the Communist Youth League, the Ministry of Education and the National Student Union jointly implement the "University Students’ Quality Expansion Program". This project’s goal is to further promote the students quality education, let them become the practical talents who have strong thought quality, innovation and practical ability and high quality scientific skill.University Students’ Quality Expansion Program is the leading project of Communist Youth League, its concrete implementation to the universities is leaded by Committee of Communist Youth League. Currently, this project is being actively implemented in many universities, it achieved some results, gets some experiences, but there are also some problems. The author proposes that the work can get more attentions from the perspective of human resources development. Using human resource development theory to guide this work is conducive to enhance the scientific and increase the effectiveness.This article is composed of 5 parts:The first part is introduction, introduces the background of University Students’ Quality Expansion Program, describes the research contents, methods and practical significance, and summarizes the research status of it, gives brief comments.The second part introduces the typical method of foreign universities’ quality education, and the inspiration and reference we got from it.The third part analyzes the relationship between the University Students’ Quality Expansion Program and human resource development. In the fourth part, the author uses questionnaires, interviews to do the investigation, analyzes the problems met in Southwest University’s implementation process:subjective understanding is not in place, project management is imperfect, audience form is unbalance, security expression is inadequate, low level of social identity.The fifth part is countermeasures research, proposes the University Students’ Quality Expansion Program work’s improvement space and detail measures.
