Abstract

Since our country carry out the reform and opening-up policy, social life way and the social relations has had a tremendous change. Such as social structure change, multi-dimensional value idea conflicted, social role and status social environment and so on change vicissitudes which takes to the teenagers a broad development stage at the same time the changes of the social reality thus the teenagers’question appeard. The ideological and political character competence development work presented a challenge about the teenagers. The school ideological and political education mission lies in the developments of the teenagers’character. For enhance the teenagers’competence, including the ideological and political character cognition, ideological and political character emotion, personal ideological and political character will, ideological and political character behavior, enables the teenagers to make the correct value judgment by live in the multi-dimensional social, gets out of the moral dilemma, thus make them have the all-round development.This research uses the conformity research technique, separately from Marxist philosophy, psychology and moral education study research angle. The first part has refined the concerned scholar’s theory achievement separately to combs and explains the individual competence, the ideological and political character and ideological and political character competence and defines to the ideological and political character competence: Personal ideological and political character competence is refers to the individual psychological feature that one own political consciousness the thought viewpoint and in moral character’s activity should have. In brief personal character competence is the individual completes competence which one participates in ideological and political practice activity should have. The individual ideological and political character’s formation is a process of the cognition, the emotion, the will, the custom behavior. The ideological and political character competence development also contains these four base elements. Therefore one’s ideological and political character competence contains the ideological and political character cognitive competence, ideological and political character emotion competence, ideological and political character will competence and ideological and political character behavior competence these four basic capabilities. After analysis personal ideological and political character competence concept draws the conclusion that the individual ideological and political character competence has it general characteristic, such as foundational, the activity, gradualness and the individual difference and so on.The second part of the research paper proposed the research necessity from four aspects: In the current school Ideological and political education work the teenagers personal ideological and political character competence’s development vacancy and neglects the teenagers independent request caused a low ideological and political education efficiency; teenagers stage disposition characteristic and personal character characteristic; currently our country’s multicultural society’s background, the popularity culture and secularization culture fast dissemination, the influence that network to teenagers ’s personal character aggravation; overseas moral education theorise had new trend and development.The third part of the reaserch, analysed on the currently the personal ideological and political character competence present phenomenon of teenagers has found that the lack of ideological and political character competence of the teenagers has multi-reasons. Including that the insufficiency of school ideological and political education work, the complexity social environment factors, the faulty of the family education mode and the teenagers own faulty.The last part of the article, according to the analysis on reasons of teenagers’ideological and political character competence insufficient, the research found that the school should pay a great attention to the teenagers ideological and political character competence cultivation, including the educational goal, the education content, the education method. Established the teenagers ideological and political character competence cultivation environment which involves to the school, the social, the family to coordination and construction a health network environment. The teenagers should be play themselves active effection, that can display in tow ways: set a mutually active status ideas and stimulate the teenages’ideological and political character needs .
