The networked innovation Outsourcing refers to the behavior of the enterprise through the Internet, the use of the organization's external human resources to complete a task. In this mode, the enterprise without the same number of innovative talent to establish a long-term employment relationship, they can take advantage of to complete the task of the enterprise value innovation. This model can effectively reduce R \u0026 D costs, has become the fast track to enhance its core competitiveness. In addition, this model also for the community the talent to play in order to provide a convenient way to relieve frictional unemployment. With the rapid development of communications infrastructure and network information technology, the material conditions of network innovation outsourcing is becoming more and more. However, in the network environment, how fast the innovation needs to find the right talent, and how to find the right project is one of the bottlenecks restricting the promotion of network innovation outsourcing creative talents. In order to achieve a match between supply and demand, you first need to accurately describe the system's ability to innovative talents. With the help of the relational data model and the corresponding algorithm to design an automated mechanism to create a network creative talents of knowledge, provides the basis for the ability to model and design capability matching algorithm for the establishment of personnel competence. This paper proposes the the network creative talents of knowledge tiered storage mechanism. The mechanism consists of three levels: professional - the curriculum standard library, school - professional - curriculum library, talent - professional - curriculum library, the greatest degree of reduction in data redundancy, efficient storage to accommodate a lot of talent in the network environment information generation massive amounts of data.
