Completion acceptance of projects which exploit the sea is an important task of marine environmental management. Completion acceptance monitoring is the most principal part of it. Then, it researches into the completion acceptance of projects which exploit the sea, analyses the problems of the existing scheme, aiming at marine environmental impact assessment and sea use assessment, proposes the scheme of marine environme ital protection completion acceptance monitoring and the scheme of sea use completion acceptance monitoring, reflecting the difference from the construction project, and highlighting the difference between them.The scheme of marine environmental protection completion acceptance monitoring is the monitoring plan to compare the actual environmental protection measures with the measures which are proposed in the marine environmental impact assessment. It put forward the scheme aiming at the project effects on marine environment, that whether to produce new environmental sensitive target, pollutants, the effectiveness of environment protection facilities, environmental management, and public opinions.The scheme of sea use completion acceptance monitoring is the monitoring plan to compare the actual situation of projects which exploit the sea with the sea use assessment.
