Abstract


In recent years, with the rapid development of the economy and the sharp increase in population, the sudden water pollution accidents in China into an unprecedented intensive period of high. They are a serious threat to the life and health of the residents, the environment, security, and sustainable economic and social development. To sudden water pollution accidents caused by the loss of economic and social and ecological environmental hazards to reduce to a minimum, establish a set of sudden water pollution accident is more practical and accurate impact prediction and warning system and to promote the application of great necessity and practical significance. However, our study of sudden water pollution accident risk analysis and emergency management is relatively weak, especially in the forecast warning of sudden water pollution accident, or lack of system operability forecast and early warning technology, or in difficult to achieve the necessary accuracy and applicability in the real accident scenario forecast warning, or a lack of available modeling software to predict the impact of sudden water pollution accident. Therefore, this study want to be able to put forward a more generic sudden water pollution accidents affecting the design ideas and methods of prediction and warning system, and to make some improvements to the deficiencies of the prior art methods in application level, which in this field make some meaningful exploring. This study is based on the sudden water pollution accident risk management perspective, the basic requirements of the Emergency Response, that they identify impact forecasting, early warning, assessment and emergency treatment, and at the same time, focusing on the characteristics of sudden water pollution accident, consider the real accident the special requirements of the scene in the forecast warning that aging, apply accurate, accident control, pass a comprehensive, integrated and independent. Sudden water pollution accidents affected the study design to meet the above-mentioned two types of requirements under the premise, the overall structure of the forecast and early warning system, mainly including data acquisition layer, the model predictions layer and warning transport layer, which, in the data acquisition layer and warning transport layer integrated GIS technology in the prediction model layer coupling the EFDC and a WASP model. On this basis, this paper focuses on the prediction method of the core of the early warning system and technical difficulties in depth. Generally speaking, first of all, according to the various entities accident identification process to obtain environmental information and sources of pollution information, ArcInfo Construction of watershed environmental background of basic information database. Then using EFDC grid generation procedure convection within GIS layers of water objects generalizability, generate plane domain grid study water; planar domain grid and collect hydrological parameters based on to prepare the EFDC the input file, EFDC hydrodynamic model simulation; historical observation data of the study basin EFDC hydrodynamic model calibration and validation; EFDC hydrodynamic model as the basis for building WASP water quality model, and the coupling between the two; different pollution the scene of the accident, the various input parameters set WASP water quality model WASP water quality model to predict the impact of pollution incidents. Then achieve the model output and GIS docking of, a complete picture of the impact of pollution incidents forecast results to assess the warning level and warning interval, early warning information to the relevant personnel. Follow the above ideas and methods of the study relying on the State 863 Project \The Irrigation District sudden spills example scenario simulation, verification and analysis of the implementation and operation of the objectives of the system. Finally, the main conclusions This paper summarizes research proposed some shortcomings in the present study, the outlook for future research directions.
