Abstract


December 12, 2009 , the State Council officially approved the \Poyang Lake is China's largest freshwater lake , is an internationally important wetland park , bear an important ecological functions , however, very serious deterioration of ecological environment of Poyang Lake is currently facing , such as the deterioration of water quality , frequent floods , species dropped and so on. Deterioration of ecological environment seriously hampered the sustainable socio-economic development in the Poyang Lake region , caused a huge threat to the safety of people 's lives and property , affecting the social harmony and stability . After the establishment of Poyang Lake Ecological Economic Zone , the important status of the ecological environment has become more prominent , the Poyang Lake region will need to establish an effective governance mechanism , effective protection of the ecological environment and promote sustainable development of the local social and economic . This article is based on this background , the ecological environment of Poyang Lake Ecological Economic Zone governance mechanisms study . First in the text of the Poyang Lake ecological and environmental problems facing the introduction, and pointed out that the current governance mechanisms existing difficulties , these difficulties include watershed integrity of the administrative system split government interpersonal conflicts of interests with the game , information communication channels missing . Then, in the third chapter analyzes the the intergovernmental governance theoretical research on the current governance difficulties adaptability , Poyang Lake area and pointed out that the introduction of the dynamic mechanism of intergovernmental governance mechanisms . Finally, in the fourth chapter countermeasures and suggestions to build Poyang Lake Ecological Economic Zone intergovernmental governance mechanisms , I believe that the establishment of the intergovernmental governance mechanisms of the Poyang Lake region , the Intergovernmental horizontal and vertical cooperation is an integral part of , the proposed countermeasures and suggestions , and strive to build a criss-cross of intergovernmental governance mechanisms , effective protection of Poyang Lake ecological governance mechanism .
