Abstract


Korea forest unit volume change is large (1952 10.5 m3/ha-2008 103.4 m3/ha), increased by about 10 times. The Korean forestry is underdeveloped due to historical reasons, the the reforestation time nor modern, large-scale reforestation project began about 1960, when the forest combination played a big role. Forest combination of accumulated rich experience in this process, although some competition between the recent forest portfolio and other legal forest portfolio remains the leading position because the combination with work experience and a wide variety of mechanized production operation. Collective forest and operating speed of development quickly through the forest tenure reform policy, the concept of forest land management in this pay attention to it. Originally, China's timber production is mainly dependent on the state-owned forest, the amount of Collective Forest timber production is far less state forest timber production, but the recent Southern Collective Forest produced timber production has exceeded the amount of the state forest timber production, become a major timber production base in China. But operators of collective forest because of the small scale of operation, afforestation, construction of the Lindau forest work is not very professional. They only immediate profits, do not look at the long-term development of the forest areas, thus causing forest land management structure is irrational destruction of woodland and timber production landforms affect woodland ecological damage to the environment and other issues. Especially bad forest management conditions, no one wants to take their own costs to participate in afforestation activities. This article describes how the South Korean government through the forest portfolio implementation of forestry policy, how to find its own approach to development and a combination of forest problems encountered, and thus is put forward specific proposals for the reform of forest management in China Collective Forest.
