Abstract


With China 's socio-economic development and the continuous improvement of people's living standards , health as well as medical and health services are becoming the focus of attention of the community . At the same time, because of the huge impact of the economic system restructuring , urban poverty has become increasingly prominent . According to the Asian Development Bank report , the generally poor state of health of the urban poor , therefore , to become one of the important and critical problems of the poor have to face medical problems . In fact, health services and sexual lower than in high-income earners as well as medical treatment difficulties has become an urgent situation of the urban poor and the Chinese city . Medicaid is an important part of China 's medical insurance system , it specifically for vulnerable groups , health and economic aspects , to provide protection for vulnerable groups . Medical aid and basic medical insurance for urban workers and medical insurance for urban residents has become the core of the urban residents medical insurance . However , our medical aid the establishment and improvement of the system is still under exploration , both theoretical guidance also requires innovation in practice . This article through a comprehensive analysis of the medical aid policy , theory and practice , and draw on international experience and China 's medical aid implementation of the research data , and in British urban community health services and poverty relief projects (UHPP project ) represents analysis of community health services , and services to improve our urban medical assistance system .
