Abstract


The popularization and application of public video surveillance system strong to maintain public safety , strengthen urban management , due to defects in the legislation , leading to the implementation of the law is missing or insufficient legal basis , and thus often appear the phenomenon of infringement of the legitimate rights and interests of citizens . I popularity from the Inner Mongolia Autonomous Region, the angle of the legal construction of public video surveillance system , according to the Inner Mongolia Autonomous Region Public Security technology to prevent the Management Regulations and the relevant laws and regulations , focusing on two aspects of the legislation and implementation , analysis of the Inner Mongolia region of universal public video monitoring system against citizen privacy , ownership and use of the image information , civil and criminal forensics program , and other laws and regulations conflict situation and existing main legal issues and the improvement of legislation to standardize the implementation of a more scientific and effective regulate the behavior of some of the recommendations of the installation, use and management of the region 's public video surveillance system .
