Abstract


At present, the main strain of the social development is to create a harmonious society, but a harmonious society isn’t a society that don’t have dispute. The existence of dispute is social normal and the beginning that the society exists and functions. As security mediate that is one of administration mediate, it accomplishes the concept of mediate priority", release social conflict and help some detail actions about social harmonize and stead. Some arrangements of chapters, sections and main content about the passage:The first part is theoretical summarize about security mediate. From the concept and flavour of security mediate, it expounds some functions of security mediate and develop some discussion about three applicable conditions that must have and basical rules for security mediate, and analyse some foreigal security mediate systems.
